Two elements of the Patient Protection and Affordable Care Act (ACA) with potential for expanding the availability of home- and community-based long-term services and supports are provisions for the Community First Choice Option (CFC) and the State Balancing Incentive Payments Program (BIPP). Both programs could also encourage policymakers to invest in strengthening their state’s direct-care workforce.  This Fact Sheet describes each program and their potential for increasing quality direct-care workforce jobs.
